What I tried to do to fix it:
-I already checked for updates. (Says Steam is already in latest update)
-I reinstalled Steam and deleted steam library games from my PC. (The error still apears)
-Launched the game (CSGO) from the steam library. (The SAME error apears)
-Tried launching game with Administer perms (Doesn’t work)
-Verify Integrity of Game (Doesn’t work)

-About 3 days ago my wi-fi was really bad att and everytime I wanted to update steam It kicked me into the »launch offline» option. Wich I closed and tried to launch again.

Guys, you have to uninstall, and delete all of your steam folders. Manually. Then restart your PC, go to the Steam homepage, you download the launcher, login. Then make sure once you download your game, launch it from Steam Library.

PD: IMPORTANT! Once you delete your steam files manually, clean up the trash bin.

3. Добавил папки стим и игры в исключения антивируса? Если игры и стим в одном локальном диске D, то просто добавить только одну папку D:\Program Files\Steam\ в исключения антивируса и всё.

5. Убрал лишние через «Установить параметры запуска»? Выбери игру Counter-Strike: Global Offensive в библиотеке и кликай вторую кнопку мыши, выбери «Свойства», далее выбери закладки «Общие», нажать кнопку «Установить параметры запуска».

6. Менял настройки графики под твою видеокарту? Чтобы стабильная игра и больше не вылетает.

7. Проверил вирус с помощью утилиты «Dr.Web Cureit!»? Скачать отсюда https://www.freedrweb.ru/download+cureit+free/?lng=ru и всё.

9. У вас стоит SweetFX? Если да, попробуй снёс SweetFX и проверить кэш. Короче SweetFX RIP.

Если 100% не помогло с инструкцией, тогда устанавливать Windows 7 SP1 x64 (должен быть включен DEP по умолчанию), потом установить свежие драйверы для мать и видеокарты, затем установить программы (Antivirus, ICQ, Torrent, Skype, Steam, Origin, браузеры и другие) и забудь.

On MACOS: This is my main objective for today. I have found so many solutions, but not a SINGLE ONE of them work for MacOS.
I use a Mac, and thus I have found the solution.
Very Simple step you need to do:
1. Go to appliactions(Use spotlight)
2. Delete Steam there.
3. Go to Finder, Click go, hold OPTION.
4. Click Library
5. Click Application Support
6. Click Steam
7. Delete EVERYTHING inside there, EXCEPT for the filed called «steamapps»
8. Then, Empty your trash
9. Go to the steampowered website and redownload steam
10. Open steam, and csgo! Complete! You have fixed it without having to delete any of your game files!
