Английские прилагательные, как и русские, имеют свои степени сравнения. Их три: позитивная, сравнительная и превосходная. Однако далеко не все прилагательные могут «сравниваться»: такая привилегия закреплена только за качественными – то есть, такими, которые обозначают определенные качества предмета: красоту, величину, ширину и так далее. Прежде чем выполнить тест степени сравнения прилагательных стоит повторить.

Обратите внимание: в прилагательных, оканчивающихся на –y, при образований степеней сравнения буква y меняется на i, если перед y стоит согласная буква:
В прилагательных, представляющих собой один закрытый слог, конечную согласную полагается удвоить:
hot — hotter — the hottest
big — bigger — the biggest
Совсем иначе образуются степени сравнения у многосложных слов:

Правило здесь совсем простое: сами многосложные прилагательные никак не меняются, к ним просто добавляются служебные слова more (более) и the most (наиболее, самый).
Однако при образовании сравнительной степени только добавить окончания или служебные слова мало: необходимо использовать сравнительный оборот со словом than (чем):
This apple is bigger than that one. Это яблоко больше того.
My book is more interesting than his. Моя книга интереснее, чем его.
Существуют также и особые формы сравнения отдельных прилагательных, которые нужно запомнить. В филологии такие формы называются супплетивными:
good — better — the best
bad — worse — the worst
little — less — the least
При образовании степеней сравнения некоторых прилагательных необходимо учитывать чисто смысловые нюансы:

I’m wondering what’s the difference between these two expressions.
1;This’s the best movie that I’ve ever seen.
2;This’s the best movie that I ever saw.
Could anyone help me?

Although the simple past is sometimes used in sentences such as N°2 above, I question its validity.
«This is» and «ever» (= all time up to the present) both link the statement to the present. It’s about the speaker’s present opinion, and that opinion is based on an event at some unspecified point in the past (compare «I’ve seen that movie» and «I saw that movie last week»). Those are two good reasons to use the present perfect.
I suspect that the majority of people who say «the best I ever saw» (present company excepted, JS ) don’t do so with the idea in mind that they’ll never see a movie again, but rather through a lack of instinct for the present perfect.
So I’d say that, strictly speaking, the first sentence is the only one of the two that’s good — and if you hear sentence 2, the speaker most probably means the same as sentence 1.

I wasn’t really calling your comments into question, JS (well, not much ). I was really putting a question mark on some people’s practice of using the simple past when what they mean is actually expressed by the present perfect.

Julian has given an example of a scenario where (a) might be said: «a retired sprinter who no longer races pointing to a picture in a scrapbook» (or he may just be referring back to it from memory). With no other qualifying text, the implication of «ever ran» is that he’s not racing any more and doesn’t expect to be in the future.
In (b), with no other context, the implication is that it was the best race of all the races that had been run up to and including the race in question; but it says nothing about whether or not the person may have run better races after that time.
The past perfect in sentence (b) might also be used in a context where «had run» is relative to some other past time. For example, imagine that the athlete had run in many races from 2010 to 2014, the best of which was in 2012. Then in 2015 he ran an even better race. Speaking now (about the 2012 race), he could say «That was the best race I had ever run before 2015.»
