It’s correct, though somewhat informal. Literally it means «What is it that you have planned?» Planned is not part of the main verb. Edit: you could substitute other things for «planned,» e.g. What do you have in mind/on the menu for dinner?

Equivalent questions would be What have you planned for dinner? or other variations like What do you plan to cook/eat/do for dinner?
