What are my plans for tonight? Well, I think tonight I’m going to my friend’s concert and probably see her play the piano and sing. It’s at a city that I live near, so it’s going to be really fun I think.

Keep in mind that «What do you have planned for dinner tonight?» is often used to mean «What are you cooking for me tonight?»
Interestingly, I think I usually hear plans in the plural: What are your plans for dinner tonight? Are we eating at home or are you having dinner with your colleagues?

It’s correct, though somewhat informal. Literally it means «What is it that you have planned?» Planned is not part of the main verb. Edit: you could substitute other things for «planned,» e.g. What do you have in mind/on the menu for dinner?
Equivalent questions would be What have you planned for dinner? or other variations like What do you plan to cook/eat/do for dinner?
