Who can travel to Russia in 2021?

International tourism is currently going through difficult times, but the borders are gradually opening with certain restrictions. Russia is resuming air traffic with many countries and is beginning to issue tourist visas again.

Who can enter Russia?

The main document that regulates entry to Russia during the pandemic is the Government Decree No. 635-r (March 16, 2020) that is regularly upgraded.

According to this document, only certain categories of foreigners can visit Russia, regardless of citizenship: diplomats, pilots, Russians’ family members, athletes to participate in competitions and specialists by invitation and foreigners with a residence permit in Russia. They can enter with any kind of transport.

Residents of the partially recognized republics of Abkhazia and South Ossetia can also enter Russia via land and railway checkpoints, regardless of the trip purpose. The main thing is that the entry must be from these republics.

However, no restrictions apply to Russian citizens: holders of Russian passports can freely return to the Motherland. Before registering for a flight, they need to fill out a special electronic form and upon arrival in Russia, they need to pass a PCR test for COVID-19 within three days and upload the results to the state services website. If they have a certificate of vaccination with a Russian vaccine, then the test is not needed. Note that foreign vaccines are not yet recognized in Russia.

Can a tourist visit Russia?

As of July 2021, the countries from which a tourist can fly directly are: Austria, Azerbaijan, Albania, Armenia, Belarus, Belgium, Bulgaria, UK, Hungary, Venezuela, Vietnam, Germany, Greece, Egypt, India, Iceland, Jordan, Ireland, Italy, Kazakhstan, Qatar, Cyprus, Kyrgyzstan, Korea, Cuba, Lebanon, Luxembourg, Mauritius, Maldives, Malta, Morocco, Mexico, UAE, Portugal, Saudi Arabia, North Macedonia, Seychelles, Serbia, Singapore, Syria, the U.S., Tajikistan, Turkey, Uzbekistan, Switzerland, Sri Lanka, Ethiopia and Japan.

To board the plane, you must provide a negative PCR test for COVID-19 (in English or Russian), made no earlier than 72 hours before entering Russia. Children under the age of two do not need to pass a test. There is no quarantine for holders of such certificates (anyway, you won’t be allowed on a flight without them). Also, those arriving need to fill out a special form (sample) and have a policy covering medical expenses in the case of COVID-19.

Citizens of the Eurasian Economic Union (Armenia, Belarus, Kyrgyzstan, Kazakhstan) (and from September 1, 2021, all CIS citizens) must install the mobile app called ‘Traveling without COVID-19’ to enter Russia (Google Play and App Store) and enter the test results in the application.

In Russia, it is still necessary to wear a mask in public places, including on any form of public transport and shopping malls. You are not required to wear one outside.

Visa issues

Russia has its own visa rules for each country, which can be found on the website of the Russian Embassy or the visa center of your country. If you already have a visa to Russia and you are included in the list of countries whose citizens are allowed to enter, then you can enter with this visa. If you need a new visa, then you need to apply for it at the visa center or the embassy in your country. Russia is once again issuing tourist, business and other types of visas, for countries with which it has resumed air traffic.

Note, a tourist visa will be given for up to six months, if a confirmed hotel booking is provided (the document is in Russian).

Meanwhile, citizens of 52 countries, including the EU, Japan and China, will be able to enter the country with an electronic visa, which can be issued in just four days, without the need for any documents confirming the purpose of the trip. Additionally, 72-hour visa-free entry to Russia for cruise ship passengers will, once again, come into force.

Important! In many countries, there are still restrictions on LEAVING for the purpose of tourism, so having a Russian visa does not even guarantee that you will get permission to leave your country. This should be clarified before making any trips.

Which countries border Russia? (PHOTOS)

Officially, Russia borders 18 states, and this is the biggest number of neighboring countries in the world! Only 8 of them are former Soviet republics, and the other 10 are located in Europe, Asia … and even America. The total length of the Russian border is 60 932 km (22 125 km is land, and 38 807 km is sea borders).

The Russia-China border is more than 4,200 km long and it passes through a large number of rivers and lakes. There are only 500 meters between the Far Eatern city of Blagoveshchensk and the Chinese Heihe. The countries are also divided by the Amur River. Locals from both countries can greet each other during a walk along embankments. In 2023, it is planned to open a funicular over the river, which will allow people to get from one country to another in just a few minutes.

In Siberia, there’s only 6 km between the towns of Zabaikalsky and Manzhouli and, for Russian tourists, there are a huge number of shopping and entertainment centers. The most impressive is the giant Matryoshka doll on entry.

3. Japan

The Urup island, South Kirils.

The border between the countries was established after World War II and passes through the area of the Kuril Islands. However, Japan doesn’t agree with this and considers these islands its territory. Russian border guards often record border violations by Japanese fishermen.

4. North Korea

The border between Russia and the DPRK is less than 40 km long and runs along the Tumannaya River in the Primorsky Territory near the Khasan station. The Friendship railway bridge was built across the river in the Soviet years.

5. Mongolia

Russian Republic of Altai, Tyva, Buryatia and the Trans-Baikal Territory border with Mongolia and most of the border (total length 3,485 km) passes through very remote places. Because of this, there are only 12 checkpoints there.

6. Estonia

Estonia is on the left, and Russia on the right.

One of Russia’s most beautiful international borders runs between Ivangorod (Pskov Region) and Narva (Estonia): two medieval fortresses are linked by a pedestrian bridge across the river. In 1957, when Estonia was part of the USSR, the republics exchanged small areas of territories (then it was just a formality) and today, as a result, Russia has claim to the semi-enclave of Dubki.

7. Norway

The northernmost border of Russia passes beyond the Arctic Circle in Murmansk Region. In fact, during the Soviet years, it was closed. The Russian border village is inhabited mainly by border service and employees of the local hydroelectric power station.

8. Finland

There are eight checkpoints on the Russian-Finnish border: three in the Vyborg district, three in Karelia and two in Murmansk Region. There are also two checkpoints for a simplified crossing in Karelia, which only citizens of Russia and Finland can use.

9. Latvia

The border between Russia and Latvia passes through Pskov Region and is just over 270 km. It is also where Russia borders with the EU and NATO.

10. Lithuania

Most of the Russian-Lithuanian border passes through the Curonian Spit in Kaliningrad Region, the Russian enclave. This is one of the most picturesque places along the Baltic Sea.

11. Poland

The border runs from the other side of Kaliningrad Region, through the Baltic Spit. People can cross the border in several places by rail, car and even by bicycle.

12. Belarus

The border appeared after the fall of the USSR in 1991 and exists only formally, without border control. It runs along the Pskov, Smolensk and Bryansk regions. Despite the absence of checkpoints, foreigners wishing to visit both countries need to obtain two different visas.

13. Azerbaijan

The border with Azerbaijan runs along the Republic of Dagestan, the southernmost area of Russia. It also passes along the Samur River in the mountains.

14. Kazakhstan

15. Ukraine

The main part of the border runs along the Bryansk, Kursk, Belgorod, Voronezh and Rostov regions. While there are still territorial issues between Russia and Ukraine related to the status of the Republic of Crimea, since 2014, Russia also has a border with Ukraine that runs through the Sivash Lake up to Armyansk.

16. Georgia

In 2008, when Russia recognized the republics of Abkhazia and South Ossetia that separated from Georgia, only one checkpoint remained between Russia and Georgia on the Georgian Military Road. From the point of view of Georgia, the borders didn’t change after the collapse of the USSR.

17. Abkhazia

The border passes near the Russian Black Sea city of Adler and locals can cross it without visas or passports. And they can do so on foot, by train and by car. Residents of foreign countries, however, are not allowed to cross this border.

18. South Ossetia

Getting from Russia to South Ossetia is possible only via the Trans-Caucasian highway or several mountain passes. Pedestrian crossing of the border is prohibited.
