Vitaly, Здесь today употребляется уже как существительное «сегодняшний день»(причем артикль не ставится). Сравним:
What day is it today // Какой_день (есть) это, сегодня.
What day is it // Какой_день (есть) это.
What day is today // Какой_день (есть) сегодняшний день.

Вопрос про артикль в What day остается открытым.

Артикля нет потому, что это такая конструкция.
По умолчанию так принять говорить, что ли. Мы обычно не задаем себе вопроса об отсутствии артикля, мы обычно учим этот вопрос так, как они донесли его до нас.
Это что касается понятия «КАКОЙ СЕГОДНЯ ДЕНЬ?»
Кроме того, можно было бы спросить и What day are we having today?
Как видите, тоже нет артикля.
