и предложение: the fire is reported TO HAVE STARTED by accident также можно записать как: it is reported that the fire STARTED by accident.
но почему во втором предложении не сохраняется present perfect.

Второе, на мой взгляд, осталось разобраться с временами в предложениях “it is believed that the thieves HAVE LEFT the country” и “it is reported that the fire STARTED by accident”, не зацикливаясь на конструкции “it is believed (reported) + инфинитив”. Вникайте ТОЛЬКО во времена. Ну, а здесь два времени, различие в которых иногда не видят даже носители языка (куда там нам!:). Если нет больше никакого контекста, то можно только предполагать, что форма глагола HAVE LEFT обозначает действие, которое совершилось к моменту речи (поэтому и present perfect). А в предложении “it is reported that the fire STARTED by accident” форма глагола STARTED обозначает действие, которое, скорее всего, относится к прошлому (поэтому и past indefinite).
